Following changes to Legislation n.94 of 15 July 2009, the local Comune can inspect the health and safety conditions of accommodation when a person registers with or changes his/her details in the registry office.
The suitability of accommodation certificate is a document which establishes that the accommodation has the minimum requirements to accommodate people or families.
The suitability of accommodation certificate can be requested in the Comune offices by Italian citizens, EU citizens and new EU citizens.
Non-EU citizens can also apply for the certificate if they wish to:
apply for an authorisation (nulla osta) for reunification of their family unit at the Immigration Help Desk;
apply for an EU Long Term residence permit for their family members at the police headquarters (through the Post Office system);
sign a residence contract with an employer.
Foreign national citizens, when with the Immigration Services to apply for the suitability of accommodation certificate, can check there and then the status of their municipal payments, such as the TARI (refuse charges) and the IMU (unique municipal tax).
