How to apply for an EU Long Term Residence Permit (ex Carta di Soggiorno)

What is this?

The EU Long Term Residence Permit replaces the permit previously known as the Carta di Soggiorno since February 16th 2007.

It is indefinite and allows the holder:

  • to enter Italy without a visa;
  • to apply for maternity benefit;
  • to apply for disability benefit;
  • to work, subject to conversion, in countries that have adopted the European Directive 2004/38/CE.

Who is it for?

You can apply for the EU Long Term Residence Permit:

  • for yourself;
  • for your spouse;
  • for your parents (if dependent on you);
  • for any childen under the age of 18 years that are living with you and any childen over the age of 18 years, who cannot support themselves financially.

You must be able to demonstrate that:

  1. you have been residing legally in Italy for at least 5 years;
  2. your income is sufficient to financially support yourself and your family members;
  3. you have not been accused of any crime for which you could be arrested or charged, and you are not awaiting trial or sentencing;
  4. you pass an Italian language test, equivalent to the A2 level standard approved by the Council of Europe for language learning across the Union.

When applying for family members (contextually or at a later date) you must be able to demonstrate that suitable accommodation is available and that they have 5 years of residency in Italy.

When is it NOT possible to apply for the EU Long Term Residence Permit?

When the applicant has a residence permit:

  • for study or professional training reasons;
  • of a short term nature;
  • diplomat, consul or person belonging to an international organisations.

The EU Long Term Residence Permit is not issued to foreign nationals who are deemed a danger to public order or national security.

When is it revoked?

  • absence of the foreign national in the European Union for a period of 12 consecutive months;
  • acquisition of the EU Long Term Residence Permit in another European Member State;
  • when the foreign national is deemed to be a danger to public order or national security.

-Monday by means of an online appointment (only for submitting passport applications www.passaportonline.poliziadistato.it).

The office is closed on days prior to main holidays.
