Minors and School Tours

Non-EU Minors

Minors under the age of 14 years: the foreign national minor who is under the age of 14 years, who does not have his/her own residence permit but is registered on his/her parent's residence permit, cannot leave Italy alone. The only exception foreseen for departure from Italy is for educational travel (school tours). 

Minors over the age of 14 years: the foreign national minor who is over the age of 14, and thus possesses his/her own residence permit, can leave Italy and then return, without being in the presence of his/her parents.


School Tours within the European Union

During the school year, schools organise brief educational trips, and sometimes the destination is another EU member state. 

The necessary documents required vary according to the nationality of the minor. 


EU Minors: can travel with an individual identification document, valid for foreign travel, that has been issued by the authorities in their country of origin.

Non-EU Minors: can travel if they are in possession of a residence permit and a valid individual passport.

Alternatively, the teacher accompanying the tour can complete a form indicating the list of foreign national minors that are participating in the tour, with a passport photograph and a copy of their residence permit. This document, once approved by the state police (questura) facilitates travel abroad to all EU member states, as it is recognised as a valid travel document by all member states.
