The Destination Italy Decree provides for measures that favour the entry of foreign nationals who are capable of making a contribution towards the country's growth. In particular, the decree calls for:
simplification of the entrance visa issuing process to make it easier for investors, students, researchers and highly qualified workers to enter Italy. More specificially, there is preferential treatment given to applicants for entrance visas and residence permits who are connected to start-up initiatives, investment initiatives, advanced training, research to be carried out in collaboration with businesses, universities, research bodies and other Italian public and private subjects;
exemption from the Italian language test connected to the EU long term residence permit for foreign nationals in Italy who are to carry out reseach activity at University and at bodies monitored by the Ministry for Education, University and Research;
possibility to convert a residence permit for study purposes to a residence permit for subordinate employment, even for holders of a first degree masters, as is already the case for holders of second degree masters;
simplificaction of procedures to verify the necessary economic means of foreign national researchers who wish to reside in Italy;
elimination of the obligation to verify suitable housing in the case of family reunification for foreign national researchers;
elimination of the necessity for coherence between the study title held and the professional qualification of highly skilled workers. Thanks to this change, the requirement for a higher education qualification held by the foreign national per se is considered to be sufficient to recognise the possession of a higher professional qualification;
the elimination of quotas for foreign national students in Universities, which applies except for applications to faculties with a limited number of places.
